A You cannot blame people for looking at you. Looking is not a kind of offense, it is those people's eyes, and they can choose to look things or not.
As for you, the observed one, it is natural that you feel uncomfortable if there's people you don't like/unfamiliar with, always look at you, if you are too outstanding in some sense. Then this problem can only be solved by yourself, you can hide yourself/bear it/negotiate with special person who is looking at you
